      Procedures for flag lowering were detailed by Governor Granholm in Executive Order and included in federal law under the Army Specialist Joseph P. Micks Federal Flag Code Amendment Act of (Public Law ).   The flag code was last amended in by the Army Specialist Joseph P. This Act may be cited as the " Army Specialist Joseph P. Micks Federal Flag Code Amendment Act of ´´. Sec. Finding. Congress finds that members of the Armed Forces of the United States defend the freedom and security of the United States.
